Speech is a popular Hip-Hop Artist and the founder of the band, Arrested Development. One of his hit solo album released is, Hoopla.

Speech or "Todd Thomas" in real life was born on October 25, 1968 at Milwaukee, Wisconsin, United States and was raised in Ripley, Tennessee. He moved in Georgia in 1987 to study in the Art Institute of Atlanta. He met "Tim Barnwell" and decided to formed the band, Arrested Development. After the group third album, Zingalamaduni, Speech went solo. His self-titled debut album was released in January 23, 1996 under EMI Records. The album features the single, "Like Marvin Gaye" which chartered at #59 on the Hot R&B/Hip-Hop Singles Track. His second album, Hoopla was released in 1998 under EMI. It also features the single, "Movin On". His other album released were, Down South Productions in 2002, Peechy in 2003 and The Vagabond in 2005 under Bluhammock Records.
